In recent months, WCNC Charlotte Investigative Reporter Nate Morabito exposed instances where government agencies have failed to consider qualified minority-owned small businesses for government contracting work. LaPronda Spann is an industry expert in that field specifically when it comes to diversity. And she believes incentives are critical to solving the problem.
