Body camera footage released by the Circleville Police Department shows the perspective of former Ohio officer Ryan Speakman, capturing the moments he unleashed a police dog on Jadarrius Rose. Rose, a Black truck driver, was pulled over for failing to stop for a vehicle inspection.
